Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Immense energy is expended on restraining particular approaches. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, most likely provided by allied countries. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the incoming missile won't strike its target this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's critical military reliance on external assistance – a need that European nations are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to relinquish the areas that it presently holds in Ukraine's south or east.
The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
